Having spent years working at the intersection of trade and investment, I know that timing and strategy are everything. Right now, Mexico has a rare opportunity to position itself as a key player in the global semiconductor supply chainâbut only if it moves fast.
The Growing Demand for a North American Semiconductor Hub
The semiconductor industry is the backbone of modern economies, powering everything from smartphones to defense systems. The U.S. has made reshoring chip production a priority with the CHIPS Act, and Arizona is emerging as a major hub with Intel and TSMC investing billions.
But semiconductor manufacturing isnât just about high-tech fabsâit requires a full ecosystem of suppliers, skilled labor, and infrastructure. Thatâs where Mexico comes in. If properly integrated, it could become a vital link in North Americaâs semiconductor supply chain, supporting Arizonaâs expansion and reducing dependence on Asia.
Mexicoâs Challenges in the Chip Race
Iâve seen Mexico excel in industries like automotive and aerospace, but semiconductors require a new level of investment. Three key challenges stand in the way:
Energy Infrastructure â Semiconductor fabs demand a stable and affordable power supply. Mexicoâs grid is already strained, and without investment in reliable energy, large-scale chip production will be difficult.
Workforce Readiness â While Mexico has a strong manufacturing base, it lacks the specialized engineers needed for semiconductor production. Binational training programs with Arizona could help bridge this gap.
Government Strategy â Unlike the U.S. and EU, Mexico has yet to outline a national semiconductor policy. Without incentives and regulatory clarity, attracting investment will be a challenge.
The Path Forward: Arizona-Mexico Collaboration
Rather than competing, Arizona and Mexico should align their strengths. Arizona is leading in semiconductor fabricationâMexico can complement this by focusing on chip assembly, packaging, and supply chain integration.

Iâve seen opportunities like this come and go. The companies making supply chain decisions today wonât wait forever. If Mexico acts nowâinvesting in talent, infrastructure, and incentivesâit could cement its place in the semiconductor future. If not, the opportunity will pass it by.
The question is: Will Mexico step up, or watch others take the lead?

This is a moment Mexico and the U.S. cannot afford to waste. Iâve had conversations with industry leaders who recognize Nogalesâ potential, but turning this into reality will require investment in smart customs technology and binational collaboration.
