The rise of the Tren de Aragua, a violent criminal gang originating in Venezuela, represents a significant and growing threat to security in both the United States and Mexico. Emerging from Venezuela’s deteriorating prison system, this gang has evolved into a transnational network involved in extortion, drug trafficking, human smuggling, and sex trafficking. Now active in at least eight U.S. states, including Florida, Tennessee, and Colorado, the Tren de Aragua exemplifies how organized crime can exploit migration flows to expand its operations.
A Tarnished Perception of Migrants
My experience at U.S. Customs and Border Protection has shown me firsthand how criminal networks operate across borders. The Tren de Aragua’s presence in the U.S. is alarming not just for its crimes but also for the broader implications on migration and public perception. Their involvement in smuggling and extorting vulnerable migrants tarnishes the reputation of millions of people seeking safety and opportunity. The actions of a few criminals should not define the vast majority of law-abiding migrants, but the tendency to conflate the two is a challenge we must confront.
Exploitation Across Borders
The gang’s expansion into the U.S. is a direct result of the vulnerabilities in regional migration systems. Tren de Aragua has capitalized on chaotic migration routes and inadequate border security measures. Their activities have also impacted Mexico, where they exploit migrants and collaborate with local criminal groups to gain control of smuggling routes. Addressing this gang’s operations must therefore be a joint effort between the U.S. and Mexico, aligning the interests of both nations in combating transnational crime.
A Rare Bipartisan Agreement
This is an area of rare bipartisan agreement. Tackling organized crime resonates across political divides because it impacts public safety, economic stability, and migration policy. Whether Republican or Democrat, leaders can find common ground in dismantling networks like the Tren de Aragua. Cooperation between U.S. federal agencies and Mexican authorities is essential, involving intelligence sharing, targeted operations, and enhanced security at key transit points.
Strategies for Tackling the Threat
To effectively counter the Tren de Aragua, we must combine enforcement with strategic prevention. This includes:
Strengthening border security
Increasing resources for law enforcement
Disrupting the gang’s financial networks
Equally important is addressing the root causes of migration and insecurity in countries like Venezuela to reduce the pool of vulnerable individuals exploited by these groups.
A Call for Collaborative Action
The Tren de Aragua’s growing influence is a stark reminder of the challenges we face in maintaining regional security. By working together—across borders and political ideologies—we can confront this threat and ensure a safer future for all.

The Duality of Generosity and Risk
While paisanos carry the spirit of giving through material and emotional treasures, their journeys are fraught with challenges, including extortion and safety threats along their routes. Programs like Programa Paisano aim to provide security, yet more robust enforcement and bi-national collaboration are essential to ensure these homecomings remain joyful rather than perilous.
This annual migration underscores the interconnectedness of U.S.-Mexico communities. It serves as a poignant reminder of the resilience of migrants and the need for greater support to protect and celebrate their invaluable contributions. In this season of gratitude, let’s advocate for policies that ensure the safe passage of those who enrich both nations.
